In December of 1988, the Bogotá-based Comité de Arte Sin Barreras developed a comprehensive national program under the directorship of Mr. Ricardo Cobo. The Comité then went on to partner with the Fundación para la Estimulación en el Desarrollo y las Artes (FEDAR), a private school for children with mental disabilities situated in Popayán, to establish VSA arts de Colombia. VSA arts de Colombia directs arts workshops for children and showcases their work in international art exhibitions, as well as organizes national theater and visual arts festivals. Additionally, VSA arts de Colombia also conducts workshops that provide training to special educators in theater, painting, ceramics, sculpture, and dance.
